Štátna pokladnica, Bratislava
Štátna pokladnica pre Slovensko v Bratislave (State Treasury for Slovakia in Bratislava) was established as the Generálna finančná pokladnica (General Financial Treasury) by Regulation No 597 of the Minister Plenipotentiary for Administration of Slovakia of 30 December 1918. It performed both regional treasury functions and certain central treasury functions for the territory of Slovakia.
Under Act No 299/1938, from 1 January 1939, the Generálna finančná pokladnica became the Ústredná pokladnica Slovenskej krajiny v Bratislave (Central Treasury of the Slovak Land in Bratislava). On 14 March 1939, it was renamed the Ústredná pokladnica v Bratislave (Central Treasury in Bratislava). At that time it also took over treasury functions related to the national debt, lottery administration, the main administrative stamp warehouse with signature services, as well as expanded deposit functions due to the concentration of all ministerial and corporate deposits under its purview (Measure No 5519/40-II/17 of the Ministry of Finance). It was also the clearing house for the assets of people persecuted under the racial laws.
Measure No 248/45-VI/19 of the Executive Authority for Finance of 23 May 1945 amended its name to Štátna pokladnica v Bratislave (State Treasury in Bratislava). Its scope of activities was narrowed. As the management of government securities was centralised, its activities related to the national debt were limited to the management of concentrated bonds and non-interest-bearing balances. With the centralisation of government securities, the effective turnover in the deposit portfolio shrank. Activities related to the storage and distribution of administrative stamps were cut back in 1950 when the Post Office took over their distribution and from October 1950 the Railway Administration took over the distribution of waybills.
In 1951, the State Treasury had a staff of 11 (compared to 32 in 1940) and its activity consisted of maintaining the central account and special‑purpose accounts, restricted treasury services for the financial administration, regular payments, deposit services, treasury services related to the national debt and administrative stamp storage. In this year, cash turnover for budgetary sectors was negligible, with the main activities being the payment of prizes for voluntary activities and vouchers for special occasions. In deposit services, cash turnover was recorded for the payment of cash deposits and interest on maturing bonds; additionally, the office converted government securities into new ones and paid interest.
A government regulation of 31 December 1950 had ordered the winding up of the State Treasury and the transfer of one part of its activities to Štátna banka československá (State Bank of Czechoslovakia) and the rest to the Executive Authority for Finance. Before the closure of the State Treasury, the office made preparation for the handover of its documentation including a self-check of all deposits, the clearing of unsettled balances, conversions, and the destruction of all waybills withdrawn from circulation as of 31 December 1950.
Archival documents on the State Treasury’s activities were deposited in the corporate archives of Štátna banka československá at Marianka in 1956, from where they were transferred to the archives of Štátna banka československá at 27 Krajná Street in Bratislava in 1978, and partially processed. The fonds was relocated again to the Národná banka Slovenska archives building at 8 Cukrová Street in Bratislava in 2003. The surviving documents relate mainly to deposit activities in the period 1939 to 1945. In 2007, the fonds was processed in the Archives of Národná banka Slovenska and an inventory was drawn up, which was revised in 2016. Despite restricted access, the fonds can contribute to the study of the activities of the main securities depository in Slovakia in the period to 1945.
